Chapter 1. General Principles
¡¡¡¡Article 1. China Plastics Processing Industry Association(CPPIA) is an industrial organization of China plastics processing industry, which is composed of enterprises, institutions, enterprise groups, regional societies, special committees, scientific research institutes, universities and colleges and individuals. The association is a legal person of a social and economic organization, the legal right and interests of which, such as properties etc., are protected by the state laws.
¡¡¡¡Article 2. The Association is located in Beijing.
¡¡¡¡Article 3. The purpose of the Association: abiding by the state laws and regulations, implementing state policies concerned, reporting the opinions and requirements of the industry, safeguarding the legitimate rights and interests of the member units, providing good services for the whole industry, guiding and promoting the development of plastics industry.
¡¡¡¡Article 4. The Association carries out democratic consultation and democratic centralism system, and links up with the state Bureau of Light Industry, works under its guidance.
¡¡¡¡Chapter 2. Tasks
¡¡¡¡Article 5. The Association is the bridge and link between the member and governments. The fundamental functions of the Association is to reflect the wishes of the whole industry, study the developing trend of the industry, assist in making developing plan, coordinate the relationship inside and outside of the industry, organize the exchanges and trainings, participate in product quality control and supervision, offer technical consultation, guidance and service.
¡¡¡¡Article 6. The fundamental working tasks of the Association are as follows:
¡¡¡¡1. Making investigations, participating in the decision on the development of the industry, making suggestions on developing plans, economic and technical policies, and economic legislation drawn up by the government departments.
¡¡¡¡2. Working out the developing plans of the industry, performing the industry control on the basis of self-disciplines.
¡¡¡¡3. Assisting the government departments in good control of product quality and standardization, participating in technical supervision and management of production permission, recommending quality products.
¡¡¡¡4. Participating in the evaluations of the achievements of the scientific and technological projects and the judgement of products, popularizing the usage of new technologies, new materials, new techniques, and new products, pushing forward the work of environmental protection of the industry and energy saving.
¡¡¡¡5. Widely organizing and making economic and technological exchanges and cooperation inside and outside of the industry domestically and internationally, organizing exhibitions and fairs inside and outside of China, participating in international conferences and domestic and international investigation activities.
¡¡¡¡6. Organizing the training of personnel, composing the teaching materials, recommending going abroad for advanced study, inviting foreign experts to give lectures and exchanges in China.
¡¡¡¡7. Organizing to publish each periodical of the Association, supplying information and offering consultation service.
¡¡¡¡8. Coordinating the relationship inside and outside of the industry to push forward the reforms of the enterprises and promote the unity and development.
¡¡¡¡9. Accepting the other tasks trusted by the government departments or member units.
¡¡¡¡Chapter 3. Membership
¡¡¡¡Article 7. All the enterprises that have the status of legal person and are involved in plastics processing in a certain scale as well as the enterprises related to the industry, institutions, scientific research institutes, universities and colleges and individuals, are enthusiastic in the association activities, accept the regulations of the Association, fulfil the obligations of membership, volunteer to apply for membership may become the member of the Association approved by the permanent council.
¡¡¡¡Article 8. The people (including country man residing aboard, overseas Chinese and foreign people), who have made great contributions to the development of China's plastics processing and have a certain influence and representative, may be invited as the member of the Association and awarded honorary title of the Association under consideration and consent by the permanent council of the Association.
¡¡¡¡Article 9. The right of the membership
¡¡¡¡1. Having the right to vote and to stand for election.
¡¡¡¡2. Having the right to elect representatives to attend the members' representative assembly, council and permanent council.
¡¡¡¡3. Having the right to make suggestions and put forward criticism on the work of the Association.
¡¡¡¡4. Taking priority of participating in activities of the Association and having preferential treatment.
¡¡¡¡5. Having the right of obtaining training and consult services offered by the Association to the members and receiving the periodicals and reference materials.
¡¡¡¡6. The member units, whose products meet the standards, have the right to advertise legally in the name of the member unit of the Association to advertise qualified products and scientific and technological achievements without detriment to the interests and benefits of the Association.
¡¡¡¡7. Having the right to apply to the Association for technical assistance.
¡¡¡¡8. Having the right to withdraw from the Association on a voluntary basis. The withdrawal shall be reported to the Association for the record.
¡¡¡¡Article 10 .The obligations of membership
¡¡¡¡1. Observing the regulations of the Association, carrying out the resolutions, taking on the works trusted by the Association.
¡¡¡¡2. Actively taking part in the activities of the Association, offering to the Association the reference materials and information on the advanced experiences in production, technology and management except for patents.
¡¡¡¡3. Taking part in the activities organized by the Association of assisting other member units in solving the problems of production, technology and management.
¡¡¡¡4. Safeguarding the reputation of the Association, not to do anything to the detriment of the interests of the Association.
¡¡¡¡5. Paying membership dues on schedule according to the rules of the Association. Generally speaking, it is regarded as voluntary withdrawal from the Association not to pay membership dues in two years and without any exceptional case.
¡¡¡¡Chapter 4 Members' Representative Assembly
¡¡¡¡Article 11. The supreme power organ of the Association is the members' representative assembly. The representatives of the members' representative assembly are elected by the members. The members' representative assembly can be opened only when the members attending the assembly are not less than one fourth of the members.
¡¡¡¡Article 12. The assembly will be held by the council every 3 years with the participation of member representatives and honored member. It may be convened before the due date or postponed when necessary.
¡¡¡¡Article 13. The functions of the members' representative assembly
¡¡¡¡1. Drawing up and revising the regulations.
¡¡¡¡2. Listening to and discussing the work report and financial report made by the council.
¡¡¡¡3. Discussing and resolving the representatives' motions.
¡¡¡¡4. Electing the council of the Association and form the council. The council member candidates are elected only by more than 50% votes of representatives attending the assembly.
¡¡¡¡5. Discussing and making decisions on major issues for the Association.
¡¡¡¡Chapter 5. The Council and the Permanent Council
¡¡¡¡Article 14. The council is the executive body of the Association and is elected for a term of 3 years. The council meeting is held every year and is called by the president of the council.
¡¡¡¡The functions of the council:
¡¡¡¡1. Carrying out the resolutions of the members' representative assembly when the assembly is not in session.
¡¡¡¡2. Discussing and formulating the working principles and plans and organizing to put into effect.
¡¡¡¡3. Examining the final annual accounts of the Association.
¡¡¡¡4. Preparing to convene the members' representative assembly.
¡¡¡¡Article 15. The permanent council is the standing body of the council. The permanent council is elected in the members of the council. The routine duties of the council are organized to carry out by the secretariat of the Association under the leadership of the permanent council. The secretary general is responsible for the permanent council and reports the work. The permanent council regularly back on the work to the council and accepts supervision by the council.
¡¡¡¡Article 16. There are president, vice president and secretary general under the permanent council and are elected in permanent members of the council. The candidates are elected only by more than 50% votes of the members attending the meeting of permanent council, and are elected for a term of 3 years and can be reelected and reappointed consecutively.
¡¡¡¡Article 17. When the president, vice president, secretary general, permanent members and members of the council can not normally perform their duties due to shifting out of their original working units or other reasons, the original member unit shall put forward a proposal of replacement to secretariat. Supplementing members or permanent members of the council shall be made a decision from the permanent council.
¡¡¡¡Chapter 6. Built-in Organ and Working Personnel
¡¡¡¡Article 18. The president takes care of routine work of the Association when the meeting of permanent council is not in session. The Association sets up secretariat and certain working departments in case of necessity.
¡¡¡¡Article 19. All the working people of the Association are engaged. Deputy secretary general and other working people are appointed through negotiation with president, vice president and secretary general.
¡¡¡¡Article 20. The material treatments of salary, subsidy, bonus and welfare etc. for the personnel of the Association are carried out according to the rules of the State Bureau of Light Industry unless otherwise specified by the nation.
¡¡¡¡Chapter 7. Asset Management
¡¡¡¡Article 21. The Association conducts financial transactions democratically and formulates asset management system and financial transaction system according to the state regulations concerned.
¡¡¡¡Article 22. The income origins of the Association
¡¡¡¡1. Membership dues paid by the members by rule.
¡¡¡¡2. State financial aids and domestic and international financial aids.
¡¡¡¡3. Revenues from paid service of the Association.
¡¡¡¡4. Other lawfully earned incomes.
¡¡¡¡Article 23. The funds of the Association may be used in the following payments:
¡¡¡¡1. Expenditure on the conference and other activities organized by the Association.
¡¡¡¡2. Expenditure on salary, welfare, bonus, allowances etc. for the working personnel of the built-in organ.
¡¡¡¡3. Expenditure on administrative expenses, traveling expenses, office instruments and goods.
¡¡¡¡4. Costs of publishing periodicals and reference materials.
¡¡¡¡5. Expenditure on foreign activities.
¡¡¡¡6. Other necessary and appropriate expenditure.
¡¡¡¡Chapter 8. Supplementary Articles
¡¡¡¡Article 24. The regulations will become effective when passed by the 3rd council and report to the Ministry of Civil Affairs and the State Bureau of Light Industry for the record.
¡¡¡¡Article 25. The right to revise and right to explain the regulations belong to the Association council. |
